Although you asked for a perennial, with my red roses, I find an understory of blue love-in-a-mist flowers looks stunning (they also have zillions of seeds so they almost act like perennials).

With the very large round hibiscus flowers I would plant something spikey, such as blue larkspur (always re-seeds) or the perennail delphinium. Love-in-a-mist would work too.
