Does anyone know of an arborvitae or another taller plant/evergreen that I could plant in a container?

The containers are approx. 2' at the opening & taper down to about 8"-10" or so (guessing). They are in zone 6 & would be facing Northwest, getting afternoon sun.

The homeowner I am doing the work for prefers something taller that could stay in the container & not have to be transplanted for a (very) long time, if at all. She had an arborvitae in 2 of them (3rd picture below), but they were obviously too big to keep in a container. The root ball was so large & still in the burlap that it was sticking up out of the containers a bit. When the homeowner would would water them, the water would just run off. She really liked the look/height of them, but the root ball was too big. Do you think I could plant younger/smaller ones in them & let them grow & give them time to establish their roots in the container? (These two she had in the containers already were that same size when they were put in there).
If I bought some that were to grow up to 10'-15' high, can they be kept cut down to any width/height I want?

I thought if I could find something with even a little bit of height (3'-5') I could plant some alyssum or vines or something in the front of the containers for a little color/contrast, but I don't necessarily have to put anything else in them.

I will try to post a couple of pictures here so you can get an idea of where the planters will be placed. There are a total of 4 containers. 2 on either side of the stairs & 1 on each end of the garage.

Another idea I had was to do the arborvitae in the 2 at the stairs and maybe do something else in the ones on the ends of the garage. The only catch is the homeowner prefers perennials AND zero to low maintenance. The homeowner is also looking for year-round color.

For the 2 containers at the garage, I thought about purple fountain grass in the back with a perennial or perennials in front of them. Do you think this will/will not work?

Any suggestions anyone may have & could offer them very soon, it would be GREATLY appreciated, as I have to have my plant shopping list ready before the end of the week so the homeowner can get them for me to plant this weekend!
