I plant garlic in the fall, usually at Canadian Thanksgiving but later this year because it is still (!) relatively warm; I then mulch with leaves about 6" deep until Spring. All of my other veggie areas lie fallow until Spring - I plant stuff like carrots, peppers, tomatoes....so nothing winters over. Maybe a few herbs - hopefully sage, parsley, thyme, oregano - but I don't do anything to them to encourage their survival....

My rhubarb gets a nice thick mulch in the Autumn, compost mixed with manure but not on the crown. My herbs are left to their own devices. My rocket just keeps going and that will get a mulch in the Spring. My little vege patch is left fallow with a spread of manure on top ready for next years crop.
