I am wondering if fennel has a certain lifespan or needs division because I have had mine for 4+ years in the same spot with same amount of h2o and this is how it looks. I have not paid much attention to it until I saw it looking like this last week. Normally it is full and beautiful. It looks droopy and a lot of foliage is missing. I have not noticed any bugs, we have snails on occasion but then all foliage would be gone. There are some new sprigs at the bottom, so I am going to cut it back. But any advice would be appreciated. Also we had a very dry winter but got about 2" of rain this week and it doesn't seem to make a difference and everything around it is doing well.

Yes, cut it back, and make sure it is getting water, maybe your dripline needs attention or something. Not much will kill fennel normally. If it got dry enough, the root system would be affected and the 2" would have been too late.

I checked irrigation first thing and it is fine same as always been. I am leaning toward too much water as the brown stems are limp and not crunchy. There are still some green ones but all the foliage is missing. It is very strange. Rarely does anything get overwatered in this hot and dry climate. But I cut it back and will monitor it. I guess I wondered if the fennel bulb itself had grown too big and needed division but I wasn't sure. Thanks for your input.

Yep, it should come back on, Fennel is tough stuff.
