I'm infested with these nasty critters.
They eat the leaves right down to the veins, leaving the plant looking like a skeleton. Hardy Hibiscus 'Moscheutos' are a favorite food. I am treating them with Insecticidal soap but it may be too late for a couple of plants. They start eating from the underside of the leaf, leaving a gray 'thin' spot. Then come up to the top and really chow down. I noticed a visible change overnight. I've grown Hibiscus for decades, this is my first encounter with this pest. I thought you should be warned about these nasty little suckers.

I bet that's the culprit here too, Andy. They also really love Joe Pye. Spraying did help although I didn't know I had them until one morning I woke up to not-pretty-at-all lacy leaves on some of the hibiscus. Some must taste better to those darn things. They are probably noctural. I will try and be more vigilent about spraying and doing so earlier next season.
