Wow, parts 7 through 10 have been really amazing, too. It's so sad and such a shame that your neighbors behave the way they do. In California, lots of people have what I guess must be acrylic panels that they can see the ocean through without falling off their balconies. They're barely even noticeable. Maybe you could fence in the rest of your yard with something like that to keep the neighbors, their animals, and their junk out of your yard.
